As Chief Operating Officer, Joel is responsible for providing strategic vision and planning while directing and supervising the technical programs and functions of all assigned technical areas of ReWa including Water Resource Recovery Facilities, Engineering, Pretreatment, Laboratory, Collection System, Maintenance Shop, Solids Management, and Technical Resources. Joel organizes and implements programs within major organizational policies that are in support of ReWa’s mission, vision, and values.
Joel most recently served as the Pretreatment Manager for the Agency. His educational background is comprised of a Bachelor of Science Degree from Clemson University as well as a Master's of Science Degree from Southern Wesleyan University.
Joel has 23 years of experience in the public wastewater industry with an emphasis on facility operations and compliance. He offers practical experiences in science, engineering, customer service, finance, and management.
Joel is an affiliate of the American Water Works Association, Water Environment Federation, and Water Environment Association of South Carolina (WEASC). He has also previously served as the Chair of the WEASC Biosolids Committee. In addition, Joel has served as a Deacon at Crossroads Baptist Church and he currently serves on the Board of Directors at Dacusville Rural Fire District.
